India’s science diplomacy received a practical demonstration this week as the Ministry of External Affairs and the Council of Scientific and Industrial Research launched their first Tech Familiarization Programme for partners from the Global South.

The inaugural programme brought 33 ambassadors and embassy officials from 29 countries to two New Delhi laboratories: the CSIR-Central Road Research Institute and the CSIR-Institute of Genomics and Integrative Biology. The visits were designed to move discussion from broad cooperation statements to specific areas where research, technology transfer and capacity building could be explored.

At the road-research institute, delegates were shown facilities and technologies ranging from a driving simulator and cyclic-load testing to steel-slag work and a pothole-repair mix. At the genomics institute, the programme covered genome sequencing, biosafety, zebrafish research, biobanking and good-manufacturing-practice facilities.

The value of the initiative will depend on what follows the visit. Demonstrations can create interest, but durable international partnerships need shared research questions, clear deployment pathways and local institutions that can adapt a solution to their own conditions. The programme gives India a way to frame its scientific capacity as a working partnership rather than a one-off showcase.
